As has been demonstrated by the return rates on many netbooks which were available in windows and linux versions. Quite a significant minority of the latter get returned and exchanged for the former. Without qualification of what level of CPU performance and other resources you have in the first place, you can't express its loading as a percentage. I dare say it might be true with lots of system memory, but on my laptop some years ago, the machine crawled - before I got rid of Norton To be fair, all the major AV products have gone through phases of imposing very high loads even on modern hardware. Most have also been rewritten at various stages to try and reduce the impact. The point being that lets me and the vendor ensure in advance that an alternative of the kind I prefer does, indeed, install and run OK on the specific set of hardware I'm buying from them.
