Assuming your area is in the UKofGB&NI --

It the television receiver is not being used to receive live television
broadcasts then it does not need to be covered by a licence.

However if you were to use it to view amateur television analog broadcasts
then it would need to be licenced.

Or, if you used it to view streaming of live television from the Internet
which is simultaneously being broadcast to the UKofGB&NI.

Or, if you connected a digital television converter box to view live
television broadcasts.

I wish Meridian were a bit more Londoncentric. Here I am 40 miles from London,
yet here in Meridianland, so we have to put up with news stories from West
Dorset, North Oxfordshire, and the Isle Of Thanet !

Meridian TV no longer exists as a broadcaster.

Your regional TV service, ITV-1 Meridian, has been provided by London based
ITV Broadcasting Limited since November 2008.

Every night the announcer ends the main news with "And now the news from
where you are". And cuts to another announcer in the same building. So
here I am 40 miles out, thinking "No, it's not the news from where I am,
it's from where you are." GRRR!

Apart from certain special weekly news transmissions, amateurs do not
'broadcast' television.

Licensed radio amateurs do not need any Broadcast TV Receiving Licence
to receive amateur transmissions.

Even without an amateur licence, you should not need a Broadcast TV
Receiving Licence to receive amateur transmissions (analogue or
digital).

Which also might not work after switch off. At the very least some will
get confused during the switch over phase.
