Is it possible to download a test card to copy onto a DVD and show if the
television is set up correctly? If so a link to the source would be
appreciated.

What is wrong with the standard Freeview one?
Tune to a BBCi on Ch.105 & wait for all the text to load.
Press "yellow", then tune to any other BBC channel, eg. BBC-1.
Go back to BBCi on Ch.105 & wait for all text to load again.
Press "green": the page should respond with "Secret" on the top right.
Wait for the screen to update with the status page, then press "green"
as instructed at the bottom of the page.
Slightly modified BBC Test Card W should appear within 30sec.

Alternatively, why not download TCM and make on yourself.
TCM is at http://www.oodletuz.fsnet.co.uk/soft/tcmaker.htm
and a few standard test cards are at
http://www.oodletuz.fsnet.co.uk/tcd/index.htm

I wouldn't rely on these samples being accurate replicas but they are
certainly good enough for checking geometry etc. and you can easily
personalise them or fix any inaccuracies yourself.

No info for terrestrial TV but...
If you have a satellite receiver there is usually a test card to be found
somewhere or other.

A reliable one has been on Hotbird 6, tp 12539 H.
It is shown in the Lyngsat listing greyed out as (ERTU feeds)
Comes up as feed my receiver channel list, displays a testcard with the
logo 'EGYPT'.
