As far as I know, the only company that has an arrangement with BT to
do this is "0800 Reverse".


That's the key part of the answer: It's BT who are making this charge.
Your contract is with BT. No other teleco can charge you anything without
you entering into a contract with /them/. So the answer to your last
sentence is that if you want to know what BT can charge you, read the
terms & conditions for your BT account.

As for what sort of 'warning' BT feels is necessary, I don't know. But I
bet that if you disputed a single unusual charge, and it wasn't too high,
you could get it reversed as a gesture of goodwill.
