Default Closed-caption question

I watch TV on my PC. With ATI TV tuner cards, only the recorded
..vcr files can store the closed-captions. The video files can
only be viewed with ATI player.

Now I'm buying a new TV card. Ideally it can do HDTV on PC. It
seems I'm stuck with ATI if I want to play the vcr files that
I've recorded so far.

Is there a closed-caption standard that TV card vendors follow so
that the recorded video can show closed-captions between vendors?

AFAIK the .VCR files are proprietary. I'm unaware of any other programs to
play or edit them. You can use the Library to convert them to .MPG. The CC
can be extracted then too but don't know of any way to use it with other
programs. I sometimes save them on a disc with the MPG to make it word
searchable. I've never seen anyone else say another analog card could save
CC. Other than programs to edit haven't really researched this.

alt.comp.periphs.videocards.ati might be a better place to ask.
