When you make any comments about audio quality please take into consideration all those people that are listening on better quality equipment than the lowest of the low kinds of devices that you seem to be using - laptop speakers for Internet radio and a DAB portable radio for DAB. By definition, broadcast channels are meant to be received by a many thousands of in some case millions of people simultaneously, so when they decide on what quality level should be used they should aim to provide sufficient quality for those listening on the best equipment (within reasonable constraints), because that's the only way to provide adequate quality for all. That's how it used to be done, apparently. 16 kbps in this broadband day and age is a disgrace. End of. It will never happen.
