I think it is saying, or trying to say a bit more than that.
Clearly it is saying something about cost, and availability on Freeview
and Freesat

For about the same price I just saw a complete FTA analogue system in our local
DIY superstore. Includes receiver, dish, LNB, cable etc

Not just C4. All the PR people in broadcasting (and Ofcom for that

Hmm. FreesatfromSky is £150 installed.

I think you would be hard put to find anyone to supply and install a
new dish and box for £75. I certainly wouldn't do it.

I doubt that the build quality is anywhere near that of a current Sky
box.

Why the $DEITY is Ofcom allowed to compile them instead of ONS?

It's not difficult to bolt on one dish and run a length of cable,
while the nearby Sky installations look pretty shoddy and the
in-laws Sky box seemed to be forever failing.

No way is that install + C4/five worth an 80 quid premium.
