Then you suspect wrong, as that would be discriminatory and is hence
not allowed.

No, it's a favour if there is discretion. In this case, there are
published rules.

be happening.

It would be trivial to prove - given the number of channels launching
new services, any kind of queue jumping would be swiftly detected.
