Default Quality difference IDTV v. STB

Does a plasma or lcd IDTV produce better pictures, potentially, than a
set-top box connected by RGB scart?

It seems to me that it ought to, as it should be able to map the pixels
directly without analogue conversions. I don't think I've seen this
discussed, but I apologise if I've missed it.

No bites, I see. Does it seem as if there might be a quality benefit?

None of the plasma or LCD TVs I've seen have the PAL native resolution of
720x576. A conversion can only degrade picture quality. The channel 5
gadget show pointed out the deficiencies of LCD and plasma and recommended
CRT if you want the best picture quality.
