If you order a replacement card (as opposed to a new card) and it
doesn't work immediately when it arrives then it is surely faulty.
They are despatched pre-activated. I doubt that any amount of on-air
signalling will get such a card to work.


Well, they are sending me a replacement card and they told me that I
have to call them when I get it to activate it (I asked the person
twice to be sure)

In fact the regulations you mentioned are even better than that: it's
actually 7 *working* days from the time of delivery.

I believe this is true for the first 6 months, but after that the onus
of proof is then on the *purchasor* to prove that something is wrong.

Indeed. This card is less than 6 months old, AFAIK.
