Default TEST CALLS revisited

I recently made a Test Call with my TiVo standalone. Onscreen,
you can see the words "Setting Clock" (or something very similar)
briefly.I know that Test Calls used to set the clock, but then they
didn't. Is this a policy reversal?

I tried the test call while the DVR clock was about 30 seconds behind
and the call didn't correct the clock, or the clock was reset 30
seconds slow before I could exit the Phone connection menu.

A DirecTV DVR calls the same phone numbers used for standalone
TiVo recorders. The test call probably works the same way.
The four "Test Phone Connection" progress steps a
Preparing:
Dialing:
Connecting:
Hanging Up:

The "setting clock" message appears in the "Connecting:" line.
