It doesn't mean they're right, though.

I find the examples given in that article most confusing, more than just
the correct use.

No HGVs
Local deliveries only
Wide loads
New DVDs

....all perfectly understandable.
If it's OK to put apostrpohes in as you describe, then it ought to be:
No H'G'V's
New D'V'D's
which is clearly ridiculous.

Good point. But Scotland has high-jacked that term, as in MSP, plural
MsPs.
