PS.

Also the TV aerials looks like similar bracket, is this good practice
everyone seems to use lashing kits going round rather drill into chimney.

Very likely. It's not their (the riggers') van. It's in the livery of
a BBC prog called 'DIY SOS the big build' so perhaps the riggers
contributed to one of the programmes.

The part of the mast below the bracket is probably filled with concrete,
and acts as a counterweight.

Yes it is. Most days it's taking up space in the very few spaces which
are supposed to be freely available for staff use in our 'car park'.
Presumably they had some connection to one of the programmes. If not, they
are on rather dodgy ground.
