No, but up until 1998 there was no possibility for many people in Wales to receive Channel 4. For some, unless they used Freesat or Sky, that opportunity didn't occur until DSO in 2009/10. The IBA concentrated their efforts in 1982 equipping all six main transmitters, and virtually every relay in the principality for S4C, at the expense of other larger sites in England, Scotland, and NI that had to wait for months, if not years, before they carried C4.
