Yes there are a bunch of actors like that. Then there are the ones who
have a much wider range.

Ever notice how often the same actors appear in one series as police
and in another as criminals?

I've been letting my mind wander on this matter.

The Doctor is not human so it doesn't need a human for the part.

I propose Kermit the Frog as the Doctor with his glamorous assistant
Miss Piggy.

Actually it does, because although Time Lords are not human,
they are humanoid, just as Alpha Centauri is a hermaphroditic
hexapod with one gigantic eye.

So you do require a humanoid to play the role of the Doctor.

As the Yanks say "Well duh!" but what has that to do with him wearing
a top hat and playing Dr. Who in a TARDIS made of chocolate?

It could be an homage to the Liqourice allsorts episode of long, long ago.
