It's not all that silly (not by the standards of today's newspapers).
It's a Mail Online story with a picture of a Policeman (Sergeant Masterson) standing on a large electric mobility scooter (the T3 Motion) done out in the livery of police cars - complete with blue lights etc. It is nowhere near as high-tech as the Segway which is used by many police forces round the world. But I can see that it'd be easier to use around a lot of places - not least because they are cheaper, the PC could just as easily jump off and continue on foot when meeting the traditional Dalek defence (a.k.a. steps), and they look more likely to be able to carry the vast amount of first aid kit I have been told is required in any British police vehicle. -- R |

They also used golfcarts too (but only because those police officers were a bit too large for the stand up ride). |

We've watched _severa_l documentaries showing UK police cars chasing road offenders and seen the officer driving while using one hand across his body, to speak via his radio, attached high on the opposite shoulder. Handsfree doesn't seem the norm for our cops but, of course, they're trained for this sort of stuff... |

I have seen cops and security guys in the USofA using Segways. 5 silicon gyros and a host of electronics keep the Segway upright on two wheels. This dispenses with the high tech simply using an extra wheel. ;-) I only ever seem to see UK cops in cars these days, whilst I see many cops using bicycles and Segways in the USofA.
