resistances in parallel and who most certainly did not even have to
demonstrate an understanding of the difference between a conductor
and an insulator are being handed out beginner's licences. Older
people (who mystifyingly are photographed grinning inanely when
they have achieved the acadaemic standing of a 6 year old) also get
these licences and breach their licence conditions by transmitting
on much higher powers.

The RSCB is aware of these transgressions, but turns a blind eye,
in particular a director of the RSCB who frequents this NG and who
tries to gain kudos by promoting that beginner's licence refuses to
discuss the situation despite challenged repeatedly in this NG.

The use of a high power radio transmitter in a domestic environment
by someone who does not understand the difference between a conductor
and an insulator is a recipe for disaster, and I am sure that those parents
who object to the placing of mobile phone masts in school playgrounds
might have something to say about this.

The RSCB used to be a respected authority, but now that it is turning a
blind
eye, the RSCB is no longer to be trusted as the guardian of Ham Radio. An
RSCB representative has recently mooted the use of ASBOs to control the
anti-social operation of radio equipment, and it is inevitable that this
will
develop.

Quite true, but what's in a word? Do their radio signals behave
differently from the other sort? Do they know they're "transmissions"
and not "broadcasts"?

I don't know of any Broadcasters that transmit power as low as Radio
Amateurs

If you had a typical Broadcast transmitter next door?
I suspect you would soon discover which of your domestic appliances have RF
filtering
