Default 14:9 instead of 16:9 from Sandy Heath

Today on Freeview, Blue Peter (and the programmes immediately before and
after it which my computer recorded) and the BBC 10 O'clock news were
broadcast on BBC1 in 14:9 ratio instead of 16:9 ratio from Sandy Heath. What
is going on?
