Basically, whatever your VCR and DVDR can get, you can record in a
downgraded version.

Example: My TV and DVR allowed for 16:9 video out in a compressed 4:3
format that I could record on my VCR.

Playing back the VCR in stretch-o-vision gets me the original aspect
ratio back, although I have a grainier image due to the limitations of
VHS. It got me through the first season of Desperate Housewives,
however, since I worked Sunday evenings.

or is a DVD recorder needed?

You can connect any recorder type via the A/V out and record it. Tape,
DVD, HDD. Whatever that also has those inputs and can record from them.
AFAIJK, all vcr's that have A/V inputs can record from them.
