Our MP's if's and but's

Why is one of the biggest fiddlers in parliment conducting the enquiry into
MP's expenses? Why not a public enquiry?

Well whether he is good at his job is very debateable.
He is certaintly good at fiddling his expenses though.

It's because the final report was written before the enquiry started.
The executive summary states that there has been no problem found with
fiddling expenses.

It's because the final report was written before the enquiry started.

I'm guessing that less because it's lack of occurrence and more because
they don't see it as a problem.
