Default Top BBC boss fired for being an idiot.

Why are the BBC transmitting pictures with an black bar at the top
and bottom?
This seems an insanely stupid thing to do.
If I wanted an ugly balck bar on my TV I could put one on
with a piece of black sticky tape, but obviously only someone who
was completely insane, a spoon short of a dinnerset, would do that?
So why do the BBC and some ITV do this?
