Well, here is how I would proceed......

Plug the SCART lead direct from the output of the SKY box (note - only
the TV out does RGB, the VCR is PAL/Composite only) directly into
your TV and check you get a picture. If so, then the lead certtainly
works in that direction (you could try both RGB and PAL if you are
using the TV socket).

Alternatively, if you know that the SCART from the DVD to the TV is
ok, just swap them over such that the end that it currently on the DVD
goes to the SKY box, and the end on the SKY box goes to the DVD.

Note - many SCART problems can be resolved simply by swapping the
cable ends round!

I would think that the problem you have is not related to cables, but
to the settings on the SKY box and DVD not matching in terms of wheter
each box is putting out/expecting RGB/PAL.

How can you tell if the sky box is sending out RGB/pal? I can check if the
dvd recorder is by going into the menu, i have seen it once

Services, System Setup, Picture Settings, Scart Video Output

However, I'm pretty sure I've seen someone cleverer than me post to this
group that the second SCART socket is always PAL regardless of this setting.
