A new FCC rule kicked in on Jan 1 that requires all subchannels to
broadcast 4 hours of childrens programming a day. If they cant do
that, the subchannel has to stop broadcasting.

That is not what the problem is. The new FCC rule is that all
sub-channels be capable of broadcasting the emergency alert system 24
hours a day. Sinclair broadcasting which was one of the major providers
of the Tube on many stations around the US decided to drop the Tube
rather than spend money at this time on the emergency alert system
equipment.

There is some FCC requirement for children's programming, but I think
it is much more limited than that and the Tube was preparing to provide
some children's oriented programming on Saturday morning, IIRC.

Someone told Sinclair that kid-targetted commercials don't count, didn't
they?

Seems that the old adage of 'what goes around, comes around' is true
after all ;-)

Doesn't that remind us 'older' folks of the Conelrad system of days
gone by (set up around 1951). Except it wasn't as intrusive. Yet all
radio's had 2 spots on the dial labelled 'CD' you were expected to
tune in in case of emergency.
I can't remember how they dealt with it on TV, though. But I do recall
test broadcasts. But don't recall that annoying sound of the new alert
system.

.... just re-living my youth - thanks FCC ;-))

Someone over on alt.video.digital-tv said the Baltimore Sinclair station did
just that. Philly's Tube affiliate (WPHL 17-2) still has it up. Philly is in
a better position as they're the "My Network" affiliate and as their HD is
720p they have bits to use on a subchannel.

Well, whatever the deal is, it's already caused one station here in
Austin to drop their weather subchannel.

By "children's programming" do they mean that E/I tripe, most of which
seems to have been made for nothing more than to tick off a check box?
I can't see how some of it (particularly the network stuff on Saturday
mornings) could qualify as either educational or instructional.

The only good I see in this is that it annoys Sinclair.

p.s.
ALL Seattle sub-stations are currently running - including "The Tube" and
weather channels -
even the one that shows the airport 24h per day.

Same here in Cleveland. The only station MIA is INHD2. Ironic how INHD
announced this a few days earlier as an "improvement for better service to
the viewer."
