Default Can I purchase a AV receiver that doesn't have an amp?

What I would like is a receiver that takes multiple inputs (component
from DVD, S-Video from satellite, composite from VCR, plus a couple of
audio sources) and upconverts to component to be fed to my plasma
screen TV. I also need a remote control.

There are lots of things that do this, but all the ones that I have
seen appear to have amplification built in. All I want as audio output
is two channel stereo, unamplified, because I want to use it with
powered speakers.

Is there anything that fits this? I'm not sure whether I could use one
of the amplifier versions, because they don't appear to have RCA
outputs, and I would imagine that the VCR outputs don't have the volume
control in the loop.

Here are two preamp/processors that might do what you want:

Although, as somebody else posted, it might be cheaper to find a receiver
that has preamp outputs.

The Outlaws don't upconvert. You'll find that (relatively recent) feature
primarily on the middle and high-end models of the big-volume porducers such
as Sony, Yamaha, Pioneer. Perhaps HK or Onkyo if you are lucky. As
indicated, you can buy a pretty good receiver with upconversion and all the
latest digital video bells for under $500, and jus ignore the (relatively)
cheesy amps. Do make sure it has preamp out jacks, though -- more and more
this is a feature being left off these receivers.

But not Marantz. Trust me.

Have a look at the Outlaw 990, you pretty much described it to a T:

It's 2 channel performance is quite stunning.

Cheaper yet, and highly effective is to use commodity receivers and
resistive pads to transform their power amp outputs into line-level outputs.
If you load a commodity receiver power amp with about 30 ohms, it often runs
far cleaner than if you load it with 4 ohms.
