What is wrong with ITV4?

I have tried before to record ECL football, and when broadcast on this
channel, the tape recording has contrast/brilliance that bounces up and down
throughout. No trouble like this on ITV1.

I use a Philips DTT decoder of On-Digital/ITV Digital days, SCARTed to a
VCR.

Sounds like ITV 4 are enabling Macrovision encoding ?

I remember on-digital boxes were supposed to offer protection to stop
you recording pay channels (something like macro?), maybe there is a
way for broadcasters to apply it to unencripted programmes?

That was my first thought, but I wanted someone else to suggest that.
Now that you have :-) , I've just had a google to the wikipedia site:

and this confirms your diagnosis.

Using a PC with a DVB-T adapter might totally defeat this
'Protection', but since ITV don't offer quality programming let alone a
decent bit rate (picture quality), I'm unlikely to test this hypothesis.
Others can have a go, if they so wish (or can be arsed to do so -rising
to a challenge? :-).

Anyone interested enough in defeating ITV4's 'protection' will find
that wikipedia page a very helpful resource.
