Analog is going away in February of 2009. Stations will then be broadcasting in digital, not necessarily hd.

Which is why I clarified it. Analog will not end in February 2009,
at least not as of yet. It is merely *scheduled* to end, a schedule
which has moved back more than once as you point out.

and this date is just for OTA, no? cable is exempt?

It's not that cable is EXEMPT. The mandate is for over the air
transmission of television, which is regulated by the FCC. The FCC does
not regulate cable television or its programming, since cable television
is sent out using private cable resources. The FCC deals only with
public resources--the airwaves.

So, since the FCC does not have, never did have, and never will have any
say on what is sent over a privately owned cable, then cable TV was
never theirs to exempt in the first place.

To sum up: cable was never part of Congress's mandate for doing away
with analog transmission and moving to digital transmission.

Cable TV is under no constraints to dump analog delivery of television.

In other words, cable is exempt. Jeez, you are pedant.

They are exempt from everyone except local government. Because they of the
local right of way they are subject to locals laws and those set forth in
the contracts they have with each city. the city can't really force them
to do anything, but they can sure put them out of business in their city
by not renewing a contract. And that's happened here at least once. One
company wsa kicked out and another was awarded the contract to provide
local cable service. If you don't like the cable service in your area, see
your local goverment (city council, whatever).

Before you start calling anyone a Moron, you need to look in a mirror
first,,,

"to ""free"" from an obligation or liability to which others are
subject"

You can not be "exempt" from something that you were never in the
first place, or could have, been subjected to. Exempt directly implies
that one has been let out of an obligation or contract - not that one
was never subject to said contract.

The FCC did not "free" cable companies from anything .
