Default Sony Remote Guide Button

My Sony HDTV remote has a button labeled "Guide". Press it and a transparent
guide appears at the top of the screen which tells what channel and is
selected and what program is playing, as well as a short two line
description of the program, and time remaining, etc.

My question is: Who is responsible for programming that information? Local
or national.

I'm asking because maybe half the stations don't have the information.
Lately ABC channel 4 doesn't have it. It shows only "No program title
available. No program information is available"

Just wondering where my disdain should be directed. Or is there more to it?

If you're watching OTA DTV, that info is part of the PSIP which is
inserted at the local level. I don't know what the story is for cable.
It would seem to me that the data for network shows would be provided
by the network for local insertion but it's been a long time since I
worked at a TV station.
