Default RTE1 and 2 in Sky EPG?

According to Digital Spy, RTE will be appearing in the EPG after re-shuffle
on Feb 28th

175 RTE1
176 RTE2
177 TG4

Does this mean they will be available to all viewers? Why else would they
be in the low numbers of the EPG? RTE 1 and 2 are on 101 and 102 in ROI.

The 175-177 range is for Northern Irish viewing cards I think ?

It's pronounced and spelt Northern Ireland.
