Been with sky over 12mths now and currently have what was the family
pack,(now 6 parts??)
Looking at downgrading to just 2parts £15per month,can i ring customer
services and downgrade or do i have to give 30days notice etc?

You can change packages without notice at any time - so yes you can just phone
and downgrade!

The two rules are (1) "30 days notice" to totally cancel and
(2) Must keep any package upgrade for a least 1 month

What will probably happen though is that they will claim that the change
cannot be activated until the next payment, so will suggest that they set an
automatic downgrade on that day. However, if you want it doing immediately,
insist and then they will tell you that they have adjusted your payments
from today rather than from the next payment, so you will get a pro-rate
refund set against your next payment.

Do you have *ANY* evidence for this assertion??? It has never, to my
knowledge, even been suggested by any Sky CS person before.
