Default Communal aerial

I live in a small block of flats and one of my neighbours
has complained that she can't receive analogue Channel 5
teletext to a reasonable standard. I believe the communal
aerial points to the Wells transmitter. At the top of the
building I use a Freeview box with the communal aerial and
reception is good.

What are likely to be the cause(s) of the problem, and who
should be responsible (and pay) for any repairs or upgrades?

Thanks...

Ultimately it will be the lessees in the block if the freeholder is somebody
else. If renting, then it will be the landlord's problem.

[snip]
Have you tried talking to the freeholders? And what is your Channel 5
analogue like?

FYI my own analogue channel 5 is poor but Freeview is great. Problem is
that my very old aerial is out-of-band for Channel 5 but Freeview is in-band
so no problems.

Most freeholders are reasonable about stuff like this but ultimately the
cost will probably be reflected in the yearly maintenance payments - i.e.
you'll all end up paying!

This is the case for Mendip (Wells) transmitter. Analogue 1-4 and the MUX's
are all group C/D and analogue Five is on CH37 at much lower power.
If the system was installed prior to Easter 1997 when CH5 started then the
aerial is probably group C/D.

Having the aerial changed to a group E may be sufficient unless there are
channel filters in use in the system. If the digital MUX's are being
received without any previous attention to the system it suggests that this
is not the case.

If the only problem is analogue 'five' you can't expect anyone to spend
money on the communal system. You should all get DTT boxes. We don't
make any attempt to provide analogue 'five' on communals if it presents
special difficulties. It's a waste of money, and it's often cheaper for
everyone to get a DTT box than pay a maintenance surcharge to cover a
wacking great aerial and accessories.

It might be worth clarifying whether she wants analogue teletext (does 5
have it? I don't get analogue 5 on my communal aerial either), or just
subtitles. If subtitles, then it may be cheaper for her to buy a
Freeview box for £50 than for everyone to have to pay towards getting
analogue5 on the system -- in a small block (because of diseconomies of
small scale) the cost per flat of getting the system upgraded will be
high -- possibly more than £50 per flat.

If she wants analogue teletext then it will depend on how your
maintenance is arranged whether this is agreed to and how it is paid.
But it is likely no-one else will be bothered so if she wants it she
will probably have to agree to pay for the whole thing.

If you want Teletext thats on Five, press 3 then text - it's basically
the same as ITV-1's Teletext service (or was 12 months ago when i last
bothered checking - i can't get Teletext on five now - the picture is
far too ghosty for that on this communal aerial).
