Default UKTV History + Moving White Dots

Why is it that on UKTV History (alone) I see the time signal etc.
white dots across the top of the screen?

I use a crap Hauppauge PCI WinTV thingummy.

My Hop-Hog Nova (under Linux) also has the timecode visible on TMF. I
presume there is some format conversion going on which exposes them
