AFAIK their broadcasting licence prohibits any charge being made for
reception.

To whom do the pubs make their payment when showing channels received
by RF? Or when showing FTA BBC sat channels that require no card?


They should have the consent of the broadcaster and should be making

That's a matter of opinion.


The cards clearly say "property of BSkyB" on the back and come on a
card that specifies that they do not belong to the user and must be
returned.
They cannot be sold.


To whom do the pubs make their payment when showing channels received
by RF? Or when showing FTA BBC sat channels that require no card?


They should have the consent of the broadcaster and should be making
payment to the appropriate authority.


But do they? And why should an extra payment be necessary for an FTV
card when the money doesn't even go to the rights owners?
