VCR won't rewind all the time

What you so accurately described is most likely caused by a faulty EOT
sensor, center IR emitter, prism, or the associated circuitry. If not
working properly, the End Of Tape sensor will not permit the machine to
shift into any functions once it is at the end of the tape. The sensor
itself could be bad, solder connections on the circuit board, the center IR
emitter could be bad, also some of the other circuitry and components could
be at fault. These are not easy machines for a newbie to work on so please
get it to an experienced shop tech...... if you take it to the shop after
aborted or failed home repair attempts, the repair shop price will certainly
be much higher.
This is usually not a disaster to get repaired at a service shop. At the
very least you should take it to a service shop so a technician can verify
the problem and provide you a repair cost estimate so you can make an
intelligent repair decision with facts instead of internet guesses. You
should probably have your very nice Mits VCR professionally cleaned during
this service event.

BTW: Your posting is an excellent example of lots of quality (but NOT
superfluous, irrelevant and immaterial) observations and initial fact
finding actions by you that will help you to get specific answers to your
technical questions. You also get an A+ for including the all important
MAKE and MODEL NUMBER of the VCR..... nice job...... other posters
please take note.
