I don't know the answer to your first two questions, but the answer to this one is easy. Assuming the research and recommendations were part of a process which led to the abolition of the compulsory BBC licence (perhaps with the BBC adopting a subscription model, perhaps not), the the beneficiaries would include everyone who wishes to use a television set to watch FTA and subscription commercial services but does not wish to contribute to the BBC (no matter what reason they might have for that preference). |
