If the internet stream is selected by the TV or PVR then it's nothing
to do with Freeview. Think of it as a bit like a link on a web page,
where the web page is the software in your receiver, directing you to
somewhere else. The material to which it directs you is not the
responsibility of any of our broadcasters just because you watch it on
the same screen.

I think the OP may have been talking about the internet channels that
*are* include in the Freeview EPG at LCNs 225 to 236.

The Freeview channel information from freeview.co.uk (the official site)
includes them in the list of Freeview channels:

Further -

The on-screen information says that LCN228 Christian and LCN235 God TV
are "Powered by CONNECT-TV".

Connect-TV holds a licence for this purpose from Ofcom.

From this it seems that there are three types of licence:

TLCS - Television Licensable Content Service Licence
DTPS - Digital Television Programme Service Licence
DTAS - Digital Television Additional Service Licence

Connect-TV has a DTAS.
