Pirate Analogue tv?
 
Some mobile phone have fm transmitters for listening to music on a
stereo. This could be useful with a uhf tv transmitter for watching
videos on old tv sets without digital receivers.

If by "uhf tv transmitter" you mean a modulator, Maplins sell them (RF
feedthrough, selectable channel, audio and video in) - about £20 IIRR.

I don't _think_ they do NICAM encoding, though. (But a TV that has a
NICAM decoder but no baseband input is probably a rare bird indeed,
though there may have been a few.)
