If by "uhf tv transmitter" you mean a modulator, Maplins sell them (RF feedthrough, selectable channel, audio and video in) - about £20 IIRR. I don't _think_ they do NICAM encoding, though. (But a TV that has a NICAM decoder but no baseband input is probably a rare bird indeed, though there may have been a few.) -- J. P.
