Having not seen a digital test card, I just wondered if these contain a
moving part to show problems in pixelisation, up scaling and lcd smear.

This particular test card was in fact a very nice picture of a happy
healthy
baby boy, on what looks like a bed cover with a test card design.

I assume it's Bill's grandson.

It is indeed. It's Ben, 22weeks old. He's very big for his age. When
I'm 80 he'll be 20, and we're going to set up Bill and Ben's Aerials.
I'll do the climbing and he'll beat the customers up if they don't
pay.

One of our suppliers has a similar thing as a clock on their office wall:-
