When I first saw the thumbnails, I thought that this was some sort of
amateur radio 'cobweb' aerial (a compressed 2-element yagi).

It's an HF amateur radio design called a Cobweb. It may be used for transmitting,
or just for listening.

The odd thing is there seems to be two different examples here, if so they are
far too close.

Use the magnifying glass on the right and then drag the picture down, you
can even see the clothes pegs still on them, it looks like some wag/s has
managed to somehow get onto the roof and plant a them down a couple of
chimney pots!

Actually, CobWeb aerials ARE definitely directional (they are 2-element
beams). But I'm not so sure about rotary clotheslines!

OOPS!, I'll take that back. Those ones are claimed to be omnidirectional
(sort-of like the FM radio halos). But there are others which are 2-elly

I think you are right in that one of these objects is a clothes dryer viz.
the one with the extra umbrella like struts.
The remaining object is a Cobwebb aerial, I am sure of that.

The owner seems to have a sense of humour and I understand why
the OPs friend went for his camera.

Any chance of a clearer picture? I know someone who will want this
for his website ;-)
