Its easy to have them at different resolutions if you want them to display independent content, for example when using more than one screen for a big desktop. It gets harder if you want the same image on both. Many of the older cards that had a TV out capability would scale (or probably more accurately decimate) the output to make whatever main resolution was selected viewable (although not necessarily readable) on a secondary TV.
