Does encoding an hd-dvd or blu-ray movie to h.264 degrade quality?

I would like to know if taking an hd-dvd or blu-ray movie that is
encoded in mpeg-2 and encoding it (or reencoding, I'm not sure which
is the proper term) to h.264 will degrade the quality of the movie?

Are you sure that your Blu-ray isn't already h264? Same as MPEG4 AVC,
it's the codec of choice. It might be VC-1, of course, and yes, it could
be MPEG2.
