I assume he is directing our attention to the "Criticism" section on 1SEG. What is interesting is that this section is "TAGGED" by Wikipedia as "This article or section does not cite its references or sources." There isn't much there. One fellow grumbled about the unexpectedly small service area and the need to rescan for channels frequently when on a train because of changing service area. Another set of comments were about 1seg not being up in some areas yet. Still other comments are about availability of announced 1seg phones.
