What part of the TV/monitor does the up-converting/down-converting
 
What part of the TV/monitor does the converting? It can't be
incorporated into the ATSC tuner because that is bypassed by the other
inputs.

If I want to have a DVD upconverted, what kind of cables are necessary?
I only have component, composite and s-video output on my DVD player.
Am I SOL?

Your tv has video processors that massage the incoming signal according
to your set's native resolution and your presets.

In the case of an upconverting dvd player, the player does the video
processing instead of the tv. Digital cables (e.g. DVI, HDMI) are
required for these upconverting players. Some of the manufacturers
have included "hacks" that allow for upconversion over component
cables.
