Strange screen on TV

Hi all and thanks in advance for any advice!!!
I have a Sony SXRD 60" TV and a CableAmerica (Phoenix, AZ) Motorola DTC6412
III. Last night when I went to the Weather Channel ( I think its chnl 28), a
black box poped up covering about 1/3 the screen and it scrolled the
following text...

Ring

Connect 1200

No Carrier

It kept scrolling this. It didn't do it for any other channel. I think it
was from the TV and not the cable box because when I hit the menu on the
cable box the menu came up behind the black box on the screen. When I hit
the menu on the TV the black box went away and a normal menu came up. When I
exited the menu I had a normal picture for a few seconds and then the black
box came back again with the scrolling text. We did have the whole system
unpluged for a couple of hours while a storm went through the area but, it
was all pluged back in a couple of hours before I noticed this. We also have
a Toshiba MD30H82 with the same cable box and the screen doesn't come up on
that TV. Both TV's are connected through Component video. I checked again
tonight and I got the same black pop-up box on the Sony again. I'm not sure
if it was there before because I have not needed to watch the weather
channel in the past few months that we owned the system.
I don't usually watch the weather channel so it's not a big issue except for
when I have to travel. I figured I'd ask you guys before I go through the
run-around of useless scripted dialog with the cable co. and I know I wont
get anyware by trying to call Sony.
Any one know how to get rid of this???

Sounds like TWC was mistakenly putting some internal junk on the
screen. I don't think it has anything to do with you TV or cable box.

Homeland security reporting whether you watch CNN or FOX news.
The clue is "Connect 1200" as NSA only has 1200 baud modems.

Sell the sony while its still working. Do it quickly.
But first turn off the text feature in closed captioning.
