Really? The BBC and ITV apparently don't find that a problem.

ITV are FTA, both those channels have a different footprint to C4

And what would stop C4 and C5 moving to 2D if they wished to go FTA?

Are there any available transponders on 2D?

C4 have a few 2D transponders already. Sky have some 2D transponders
also, and since they handle C5's uplink, they could probably arrange
for them to be broadcast via that capacity if that became necessary.
