What is new customer for Sky+?
 
I had sky installed 5 years ago, cancelled my subscription after 1 year
and since then have only used the "free" channels. Does that make me a
new customer as far as ordering a Sky+? Also would I be able to order
Sky+ as a new customer just paying the £10 per month Sky+ fee?

No, as you already have Sky installed, you're an existing customer.
Regardless of which services you subscribe(d) to.
