Part of this document says:

"Broadcasting on the main terrestrial channels has partially, but not
completely, fulfilled the requirements of the Communications Act.
There are some important shortcomings in effectiveness, partly
driven by the actions of broadcasters and partly because viewers
have drifted away from the more challenging types of programming
traditionally thought to be at the heart of UK television."

To repeat:
"Viewers have drifted away from the more challenging types of
programming" ?

I guessed someone would accuse the audience of being at fault!

When will career Producers and those who write write this stuff realise
that it isn't their peers that will ultimately decide the stability of the
industry but whether channels make programmes that satisfying the
audience's emotional, spiritual and intellectual needs.
