There have been other similar place holders in the past that have eventually become TV channels, and the same is probably likely to happen here. Its got a video PID assigned here; always has had. By that logic it could just as well be talkSport, because talkSport *did* announce they were going on Freeview in a few months' time, and that was a few months ago. Demuxing the stream does show 64kbps mono audio, which is exactly what you'd expect talkSport to use. Of course I might be wrong, but you may be as wrong as I am, so there's no need to accuse me of "utter rubbish", because yours could just as well be. I only said it *might* be talkSport anyway. After the launch of Top-Up TV, SDN only have spare capacity on their MUX during the daytime, and then only outside of Wales. talkSport would only use 64kbps, and there clearly is enough capacity for this at the moment, because that's what bit rate Ch 15 *is* using now. When new radio stations or data streams have appeared in the past, they've just appeared on the relevant MUX unannounced.
