introducing a higher rate for digital, to pay for the BBC's investment in
the new transmitters needed, but the proposals were abandoned.

Is it still necessary, strictly speaking, to have a licence for a radio? I
know that nobody does, but was the requirement ever actually repealed?

Yeah but thats what the bbc are like telling you its free but not mention
the extra license fee even though there isnt one I now know. the bbc is one
long advert for how ****ing fantatstic it is, they put more effort into
those trailers between programmmes than the programmes themselves, they cant
justify the license fee anymore, its just eastenders and the latest ****
they've put a former "actor" from eastenders into. thats why I dont wanna
pay even more money :) theres a good reason you'd never see a soap actor
again once they'd quit and it shows you how bad tv is now that theres so
many of them still working, they deserve to spend the rest of their lives on
the dole

The ability for the BBC to collect money from a radio licence was
abolished in Feb 1971.
I suspect that it was done by modifying the interpretations within the
BBC Charter to limit it to Television only .. like this:

"for general reception" means capable of being received at any place
or places, or in any area, in the United Kingdom, the Channel Islands
and the Isle of Man and elsewhere free of charge and without payment
other than such payment as may be required under the Wireless
Telegraphy Act 1949 for a television licence or such other form of
funding or payment for the Home Services as may from time to time be
approved by Our Secretary of State;

"Licence Revenue" means such sums as are collected by the Corporation
in respect of the issue and renewal of television licences under
section 1 of the Wireless Telegraphy Act 1949;

The charter refers to a specific section of the 1949 Act ... which has
a part that allows for exemptions ..

apparatus of such classes or descriptions as may be specified in the
regulations, either absolutely or subject to such terms, provisions
and limitations as may be so specified."
