What a joke.

1 hour is the maximum time that this should be broadcast for - luckily I
have Sky+ so I will be watching it
pre-recorded in future.

Except it was a 60 minute programme actually stretched out to 70
minutes (as has been said here, it finished at 10:10). You must not
have watched the programme.

Since the other episodes have a normal running time (45 minutes as
opposed to 60) then 1 hour is the maximum time that it WILL be
broadcast for.

Actually, if you checked during one of the many ad breaks while 24 ep 1 was
running the episode 2 slot was 21:00 to 22:15. Wonder why???

The first episode went out on US advertisement free: it was apparently
sponsored by Ford and ran for pretty much a full hour.
