How do I get FNC on my DSR-406 by

They just moved FNC to Digicypher II. I dug out my DSR-406 and went
to G-3 and set the freq. and sybol rate and FNC popped right in. But
24 hours later they turned on the need for authorization and it was
gone. I called my program provider (NPS) and they can't figure out
how to hit my DSR-406. ...

Well it was there at news time yesterday, but it is gone now.
This on and off again feed is becoming more and more unstable.
Now that they fixed the bandwidth, they killed the feed.
Hard to figure what the purpose of all this is.
